You put words in my mouth. An executive order is a directive from the prez on how to administer existing law. Executive orders do not ENACT new positive law.
I'm trying to tell myself she's going to win so I won't be so let down, but I just can't see them taking off of work, standing in a long line, etc. to vote for that lady. An executive order is a signed, written, and published directive from the President of the United States that manages operations of the federal government.
As I said, they're about the way the law is administered. They don't create new law. Biden had the power to direct the discharge of some student loans. Executive Order. Trump apparently restricted some aspect of ObamaCare. Executive Order. Trump couldn't have created TrumpCare but he could change the way the existing program was administered. Obama was faced with contradictory aspects of border control and immigration. He asked Congress to resolve it. They declined. So, he wrote an Executive Order that picked between the two.
I wouldn't get in a lather over it.

Kentucky is one of the biggest recipients of federal dollars in the nation.
