As always I look for facts in situations like this. So I first started wondering how high is the extent of a country's sovereign airspace? According to Wiki, There is no international agreement on the vertical extent of sovereign airspace,[citation needed] with suggestions ranging from about 30 km (19 mi)—the extent of the highest aircraft and balloons—to about 160 km (100 mi)
So the balloon being a 66,000 feet is within the lowest claim of sovereign airspace, but it seem that isn't totally clear regarding international agreement.
The fact is china has satellites that spy on us and we have satellites that spy on them, as well as intel gathering ships operating in the Gulf of China etc, they probably have intel ships out there somewhere as well. So you have to wonder just how technologically advanced is a friggin balloon at intel gathering that it can provide them something more than high tech assets?
According to what's been reported it was SecDefs call not to take it out and I'm sure there are some very good reasons for that in their minds. Hey maybe it's just a trial balloon?
