Also, the "10 year implementation" process you are talking back ignores the fact that HALF of the tariff cuts went into effect immediately in 1994. By 2001 all but a few tariffs were already gone. 99% implementation made unemployment go down, it was that last year of tariff restrictions that did it, huh? Delicate situation, it seems.
