I would agree with that to some degree.
But short of some radical eugenics, how does society determine who gets to procreate and who doesn't?
That's the crux of it all, from wars to contagions...too many people.
Nature does a pretty good job of regulating most other species with disease and predators. Our species evolved to fight off both. When an outbreak occurs we either cure it, or learn how to mitigate, manage, and live with it. When a Hitler, war lord, radical zealot and ideology of some kind starts to kill off too many people, we take it out.
So short of letting the next aids, ebola, corona, h1n1, etc or Tyrant/terrorist/war lord do their thing...what does a society concerned about a god/greater good and nature do?
God/Religion/morals say don't kill, help those in need, take in, provide for, and save everyone you can.
Nature/God says, let me do what I do and thin out the herd.
Thus we're stuck between a rock in a hard place. If your religious/god oriented in the societal construct, you fight bad guys, cure diseases, save people, help one another, etc.
If you're nature, resource, environmentally inclined...well you let wolves, lack of resources, diseases, etc...do what they do.
