How are tax incentives not payments? Government doesn't get the money they would have.
Most tax incentives require a business to invest money in a venture or location when they normally wouldn’t do so otherwise. For example, building a plant in an economically depressed area.
The government wouldn't have gotten the money.
The choice is between not having tax revenue and not having jobs, and having some tax revenue, albeit less than it would be without incentives, and more jobs in your city.
