Well if you can get every state and the thousands and thousands of municipalities to agree to no longer try and incentivize businesses to set up operations in their borders, your point might start to be worth talking about.

Not necessarily. The ROI may not be there without the incentives. Additionally the ROI may be better in a 3rd world country. Getting them there and employing people thus adding them to the tax rolls of the state is a decision that gets made everyday by state and local governments. 80% of something is worth more than 100% of nothing.
