Not always the case. Many teachers worked jobs before they became teachers. They deserve to at least get back what they paid in for those years of work.
I don't think anything stopped them from doing so if they paid in enough quarters in that other job. Im not sure the qualifications required in this bill or if there are any. Guess we will see.
