What do you consider an act of war? The US has a long history of engaging in military activity without congressional authorization. Just one example would be Reagan's bombing of Libya in 1986. I don't see how that could be regarded as anything other than an act of war.

False. It was a retaliatory strike for the bombing of a disco in Germany targeting US soldiers 10 days prior. It was self defense and a message to Libya that if you attack us we will return fire. Learn something.

What it takes is putting major economic pressure on Mexico, providing military presence there to completely obliterate all known cartel associates, and invade and take their country if it really comes to that.
Yes it sounds extreme but it really isn't. They know exactly what's going on but won't stop it. It's beyond the sadness of overdoses. It's an actual legit threat to public safety. A very small dose administered to a local water supply (or some other delivery method) could legitimately kill millions in a city.
