Yeah that's likely false. Guarantee they are using California gas prices for the high end under Bush while a cheaper location for the low end under Clinton. In the early 90's I was getting gas for a $1 or a little more than that in Omaha, NE. So that's not to far off. During Bush's time it was mostly either the upper $1 range or low $2. The time it got high (in the $3+ here in Louisville) was when there was a worldwide recession and oil rose to ridiculously high levels. They want to give Biden a pass for it during the pandemic but not Bush during the recession.
