What I recall is that in July of 2008 gas shot up to over $4 per gallon. By November of 2008, the bottom fell out and it was somewhere around $1.60. So it was a very brief moment when gas prices soared, but then collapsed shortly after, but it was definitely under Bush.
Also remember gas prices "jumping" to ~ $1.15 when Iraq invaded Kuwait in 1990, and jumped to ~$1.66 on 9/11. Funny, would love to have those "inflated" prices today.
