Agree. That approach was based on the "broken windows" theory of a criminologist that Rudy hired. The main initial focus was to stop fare jumpers in the subway and remove graffiti.
Worked like a charm.
Fast forward to today and the complete opposite approach is used. Predictably we get the opposite results.

One of the worst things we ever did was to consolidate our community schools into countywide schools. Where my wife is from, they still have high schools in every little town that have 150 total students. My county high school has 2200 students.

Those little schools, without the class offerings of the big schools, have better average ACT scores than ours.
Those little schools even play football. Every able bodied boy is needed. I had a nephew years ago that played football and was in marching band.
They aren't going to play against a St X, but there are plenty of small schools there to have their own leagues.
