I have over 1000 hours in Bell Jet Rangers including at least 50 hours inside the 5-mile “boundary” of international airports.
1) Flying inside the 5 miles is the last place you ever want to be
2) Prior to entering that area, you ask permission from the tower
3) You give them your heading, your reason for being in there, and your overall route within the area
4) Sometimes you are not allowed to enter the area, sometimes you are asked to leave, especially if you are not following the rules
5) The flight ceiling is 200’, if they see you getting above that, you get warned
6) You are in constant contact with the tower, you need permission for every turn
7) You often get stopped for inbound or outbound planes, you cannot proceed unless you confirm you can see them
8) Your biggest concern is the smaller planes which are more difficult to see
9) Flying at night is “easier”, tends to be less traffic and you can see the lights of other aircraft easier
10) I cannot imagine how the BlackHawk was not warned of their altitude infraction, it should be on the recording
11) This was a check flight, most likely for the third, unnamed person on the ship
12) The experienced pilot on there had to have noticed their altitude

I assumed it would start with a trickle. I expect it to really get going this summer. One thing I’d love to hear in the coming weeks is that no government agency should never fail an audit again. Would definitely tie up loose ends and then we can see what companies are gouging Uncle Sam and can punish them.
