The Special Counsel's decision to describe the facts of his obstruction investigation without reaching any legal conclusions leaves it to the Attorney General to determine whether the conduct described in the report constitutes a crime. Word salad --- the point is and was stated by Mueller Trump is not exonerated by Mueller's investigation. Presumption of innocence does not mean absence of guilt. You seem to think that Mueller wasn't saying anything when he said his report does not exonerate Trump. I disagree with you. I give Mueller more credit than that. Why then did he include it in his report? I sense he wasn't playing politics since he is a republican with a very good reputation, which is what is being done now. This is why the entire report needs to be given to the American people, afterall it is for us to pass judgement on Trump come the next election and this report should not be kept secret from us.
