He should go after all of them, but first thing is to fix the country. As I have posted before, get rid of all of the pork and ridiculous organizations (DEI and the like), stop all of the EV funding, Ukraine funding, and similar laundering scams and take some of those billions maybe trillions saved over a year or so and form an organization to clean the swamp. And technically, we don't know how much person A inherited nor what they did with the money. If it was large enough AND if they reinvested it, then they could absolutely be paying more tax than Person B.
