There is another way to do this without large reservoirs. USDA would build multiple small reservoirs on private lands which is what's happened in most of Kentucky. They work with private landowners and get them to install these with cost sharing. I know a little bit about flooding, that's a joke, but do not know that watershed. Areas subject to flooding are going to flood. The only hope is trying to hold water back. This is probably the only way around this issue in the future.

Kentucky has 38 watershed conservancy districts spanning across the state. The majority of the watershed conservancy districts are concentrated in the westernmost part of Kentucky. Each watershed conservancy district has a board of directors who oversee the operations of the district. Watershed conservancy districts that are within the boundary of a single county have 5 directors on their boards. Watershed conservancy districts that are in multiple districts have an additional 3 directors for each additional county."

Most people don't even know that the above exist. This is the type of government program that's successful and not intrusive.

Douglas lake is at 991 ft above sea level and French River is at 1990 or so. A lake 1000 ft below the problem is definitely no answer.

I don’t necessarily disagree. I grew up next to one of these flood control lakes in KY built after the 77 flood and currently live 1/2 the year on a man made TVA lake for power generation & flood control. They help with flooding that hits every 5-10 years.

I fish Douglas probably 20 times per year. I know the French Broad and Nolichucky very well. The issue is how these highland reservoirs are made. The necessary step downs, the cutting and blasting into rock, environmental red-tape and the cost would be astronomical today. Then there’s the question does a once an every 100-150 year catastrophe validate the cost as well as seizing of lands from citizens? 25” of rain would decimate our flood control dams in KY and our mountains aren’t nearly as big as Mt Mitchell or the Smokies who have more runoff.

The issues in Western NC are much worse than people know. I finally got to check in on some friends around Banner Elk & Boone today. They’re able to get things they need. They took it hard but not nearly as hard as Asheville, Chimney Rock, Black Mountain and other nearby areas. Government is seizing aid to be redistributed. Death tolls will skyrocket if they’re ever reported. Some of the 1st hand reports from linemen are awful and sound like WW2 war zones.

Our church had to coordinate with a church there. I have no idea beyond that who is in charge.

Even though this is horrific, not one person with a brain should be surprised. Our government has become a monumental failure at every level except the military and they’re working hard to destroy it too.
