They absolutely would have. They would've had no choice. Those states were facing unemployment claims exponentially higher than anything the monetary fund was able to pay. The federal government under trump bailed them out by guaranteeing the payments.
Without that guarantee, states had no choice but to reopen and do it immediately. With the guarantee, they stayed closed and pushed for the mail in nonsense and we saw the result.
Trump tried to avoid losing due to covid but in many ways his covid response gave his enemies more ammo than they could've dreamed. No stimulus, no perpetual closure, no easy to cheat election.
That's just one thing. Let's talk about another: inflation. Trump and Mitch lit the initial fire that Biden later flamed into runaway inflation. Massive, massive bailouts for everything under the sun. I'm surprised noone blamed him for it....yet. But those questions will be fair game when he runs again, as they should be.
Listen I liked trump as much as anyone. But objectively he had flaws and the flaws have become more pronounced as he was robbed of the election. He carries the albatross of poor covid handling (for none of the reasons the libs want to discuss though) and for poorly handling losing the tainted election.
