Two things:
1. I'd do away with step-up basis cost at death above about $50M (To protect family businesses as well as to maintain an incentive to create wealth for smaller wealth folks.) though I know Libs would want to chop that away. But that gets the wealth of people like Bezos in the end as you want & it's a lot easier to keep track of than an annual wealth tax would be.
2. I'd eliminate the extreme wealthy's ability to transfer assets to charities that they have any say in, including family members & close associates. I don't doubt those charities on average do a better job with those monies than the government ever would.
Staying home is why Dims won the GA Senate seats. Trump told his voters they'd been cheated & they believed him, true or not.
Iirc there are already rules in place to stop the deduction for these types of clearly self dealing donations. The IRS just has no interest in pursuing them.
Much like the nonprofit status of these giant hospitals, the rules are in place already to address problems; there is just zero enforcement
