I see. To get where you want to go, I think wealth is the issue; not income. Taxing income penalizes an upward climb and keeps the top at the top while making upward mobility harder.

I do think a wealth tax would be the most fair approach, just logistically it would be tough. However if they have the ai and capacity to monitor all cash transactions aggregating over 600 annually and requesting real time banking access; maybe they can.

1. I'd do away with step-up basis cost at death above about $50M (To protect family businesses as well as to maintain an incentive to create wealth for smaller wealth folks.) though I know Libs would want to chop that away. But that gets the wealth of people like Bezos in the end as you want & it's a lot easier to keep track of than an annual wealth tax would be.
2. I'd eliminate the extreme wealthy's ability to transfer assets to charities that they have any say in, including family members & close associates. I don't doubt those charities on average do a better job with those monies than the government ever would.

Iirc there are already rules in place to stop the deduction for these types of clearly self dealing donations. The IRS just has no interest in pursuing them.
