The one thing i will give you - its way easier in smaller jurisdictions. In large jurisdictions there are tons of things filed all the time so you might be waiting till the perfect moment if you really need the judge.
It was much easier to do this before mandatory e-filing. Back then i would literally stand there and wait for the judge i wanted to be next.
