So public schools - that KYians voted that they hold so, so, dearly - aren't a public service? Police & fire? Road maintenance? Parks? Street lights? Our garbage & recycle (Rumpke) are part of the property tax, not separate fee.

- They have a big-time young adult unemployment problem. Lots of competition in a country with 1.5B people - most of whom are pretty smart.
- It's a market economy in terms of jobs and salary.
