Billy had a crap load of problems. He was most likely peddling influence to Libya (for an alleged 2 millions dollars) and he lost the Carter family business/peanut farm because of tax problems, but to my knowledge, he was never charged with a felony and thus not pardoned.

As far as I know (could be wrong) Roger Clinton, and Hunter Biden are the only "nuclear family" criminals to be pardoned by an outgoing POTUS. And actually, Roger Clinton was a half-brother and not technically a "nuclear" family member, so that leaves only Joe Biden atop the "sh*tbag summit"...
