Might be just talk, but Johnson talks like he will help Trump if the senate does not. There appears to be a clause that would allow the house to call for a recess. If the house and senate can not agree on a date, the president can step in and set a date.

The president adjourning Congress himself just to make recess appointments has never been done before. In fact, adjourning Congress under Article II, Section 3 has never been done before at all.
