If you want to move that line back through legislation you’re free to try, but that will bring with it many other legal entanglements, for instance the tax dependency issue he used as just one example. Government isn’t the arbiter of who is a “human”, but they are the arbiter of who has what legal status. A Palestinian in the occupied West Bank is unquestionably a “human”, but has no government and no legal status and no rights.
