McConnel was fully within his rights to have them all arrested for Trespassing on his private property, creating a civil disturbance, terroristic threatening, among other things. Or he could have just put a cap in their asses for trespassing.

I'd almost bet the ranch that there was a teacher, counselor, or someone that begged and pleaded to get him out of gen pop and to somewhere he could get help, be monitored, and contained until he improved.
I would also venture to guess that there was some soft-hearted rule/law/bureaucratic red tape that prevented him from being weeded for any significant period of time if at all.
Again, I'm going to harp on school (k-12) being a very important frontline for seeing the early signs and snuffing it out.
You have faculty, staff, and student body who know who the trouble makers are because they're with them 8 hrs a day 5 days a week.
The school is a natural micro-ecosystem where a social/pack oriented animal (human) selects who can handle being in the herd, who leads the herd, who becomes what position in the herd, and what member of the herd is sick and should be avoided.
All throughout my time, shit has been ass-backward. The kids who would naturally select who can hang and who couldn't were labeled the mean kids, unaccepting, etc.

We naturally know who to avoid, who's going to slow down the pack, who is going to spread disease. Women are probably even better at it than men. Damn near every well-known mass shooter has the same back story "troubled, ostracized, not very many friends, sat by himself or with other known nuts at lunch, had violent drawings, kicked dogs and cats for fun, and on and on..."
Social data technology, red flag laws, all the investigations, scholarly research, criminal data, etc are nice to tell all about the wackadoo but it seems all that comes a bit too late. Long before twitter, facebook, FBI, Professors of criminology, etc know who the nut is, the schoolhouse knows who the nut will be. Go to any school, observe the hallways, cafeteria, playground and ask teachers, students, counselors who is trouble...
Write those names down and check on a regular basis. Some will grow up, mature, change. Some will always be turds, but not criminal turds. Some will be run of the mill criminals. But after a while, somewhere between 8th and 12th grade, it will become apparent that a few just can't hang with society, have problems, and really need to be taken somewhere.

I think people need to be able to anonymously report the words/actions of others without repercussions. The idea of identifying/monitoring/incarcerating the type of people who commit mass shootings sounds good, but the problem is out of 100 people who have trouble socially and threaten violence, only 1 on average is going to take action. Do we put the other 99 behind bars to prevent a mass shooting? How is that remotely justifiable?

China has an abysmal record on environmental protection, an abysmal record on human rights, and even as we speak they are stripping the people of Hong Kong of their freedoms, which threatens to get very violent and ugly. Yet let's talk about how the president who clearly stated yesterday that racism and hate have no place in our country is racist and hate-filled and is responsible for mass shootings.
Trump has done an excellent job of addressing allegations of racism and hate by simply ignoring them. Because the more you deny it, the more they accuse and the louder they yell with no regard for truth. And it's not about truth, it's about exploiting identity politics for political gain.
