The last paragraph of the judge's written opinion is key. He specifically says the court is not ruling that DHS can't terminate DACA only that so far the government's argument for doing so has been insufficient.
This ruling also doesn't go into effect immediately. He's giving the government 20 days to appeal and 90 days to come up with their argument.
