Yes it will be a Republican, but if the Governor is more aligned with the likes of a Mitch McConnell than he is Trump, then that pick could be a horrendous one.

I think all Senate seats would be appointed by the Governor and then a special election on the next cycle ('26).
House seats (I believe) remain empty until there is a special election. States are different as to when/length of time for that election.
Could be wrong.
