So Nebraska and Maine give out electoral votes by district and the one who takes the state state gets the other 2.

That is a trend that you're going to see a lot more of, in an attempt to circumvent the electoral college w/o needing a Constitutional Amendement. It's perfectly within the rules. I think that is going to be a MAJOR push by the Democrat party. Honestly, I'm surprised it has taken them this long to get around to it.

Takes a state constitutional amendment, which is tough. Some states that requires a ballot initiative petition…VERY costly, and most candidates would rather keep that for their re-election.

Small population state means a greater percentage working for or financially benefited by government jobs, including public schools. Perceived personal interests drove that vote, IMO.
