Right. But the issue is when one registers without going in person. The mass registration bs from acorn literally just registered any names they could. This still happens.
Then when it comes time to need votes, they just print votes on those same names to make sure there arent more votes than voters. You still get some absurdly high turnouts because in that group its 100% turnout which drives total turnout way up.
Its also why libs fight tooth and nail against any voter roll purge for dead or people who moved. Take that huge chunk of names off that cant vote and the turnout gets too high for even them to risk.
