She's talking about Israeli Muslims who're citizens. She's not even accurate when she talks about their full rights, but regardless it's all an obfuscation trap to equate Palestinians in the West Bank, East Jerusalem, and Gaza, with Muslim Arabs living in Israel proper. They're all entirely different classes with different papers, IDs, and rights. All the non-Jews living in the occupied territories have no rights and are at the whim of the military occupation, while all the Jews living in those same occupied territories, occupying them, have full Israeli rights backed up by the IDF. That's the apartheid, not Sophia Khalifa's life and experience as an Israeli Arab(who still doesn't actually have full rights as Israel is a Jewish nation-state and not a secular democracy, but whatever).
