I don't think that in the "real private discussions" anyone is saying that Joe Biden is sharp. If they actually believed that, they wouldn't be walking him around like a cigar store Indian, and limiting his exposure.

Yep. We could do more harm than good. But for "academic discussion" it would be interesting to see what it would look like to be able to control the Earth's thermostat if necessary. Could we geofence to isolate the cooling? Maybe allow desert regions to "terraform" into a much more crops friendly region.
