No, economic improvement shifts birthrate as kids go from an extra pair of hands for help to just another mouth to feed and educate while you're at work. And the lower the infant mortality rate the fewer you need to have as redundancy. Birth rates have declined the world over as economic status increases and people shift from agrarian to urban lifestyles. This has been true regardless of all the societal and cultural factors you mention. Look at South Korea, their birthrate issues are much worse than ours. I can point to many other examples as needed if you're not convinced.
