I completely agree with you about prisons, the border and speaking out.
The problem with your plan is it does nothing to address mental health issues or keep weapons of war out of the hands of unstable people.
Until we do that....this problem will never go away. Most of these shooters don't go to prison anyway because they are suicidal.
In and of itself it is not according to doctors and psychologists.
But that doesn't mean someone who is trans cannot also be bipolar, or have other mental health problems.
That would be false, because that stat includes 18/19 year olds. It is still horrible, but don't mislabel the facts to support your stance. It also doesn't break down the deaths associated with crimes, suicides, accidents, etc.
Our mental health issues can’t be treated. They are caused by dysfunctional homes, social media, and straight up confusion. When you teach kids that there’s no moral center or authority, you are CREATING mental health problems.
Fix the source, not the symptom.

I personally think that “transitioning” should not be allowed until at least 21, even though the brain is not fully developed until approx 25. By then people will be able to make rationale decision if they want to transition.
