I am not sure that is all he is saying, but the chief problem with his position is that it seemingly premises the correctness of the decision to provide aid to others on the foundation that they will be more likely to live BUT won’t be inclined to reproduce as much. If the chart showed they will reproduce, regardless, what is his conclusion about helping others?
