Oil companies can't flick a magic switch and just make oil appear. It takes large chuncks of capital and willing labor and time. By the time they get new wells flowing oil futures could be back down to negative like last time. That is why they don't freak out and over react to price swings. If they magically ramp up production 25% and then oil crashes under $50 they are ****ed.
