the biggest problem I encountered were the Section 504 kids. They practically give those (504's) away, and are frequently used by parents/administrators to "bubble" students that aren't disabled, they just have extreme discipline problems, and very often ruin traditional classroom environments.
And the laws are on the books, we don't NEED the DoE to enforce them.
In any case, the DoE has nothing to do with my one and only point; that problematic children are better served outside of a traditional classroom. It was a philosophical argument, not a legal one, but some people apparently didn't understand that.
