It's worse than that, Bill. Washington DC metro is the richest area in the United States right now. And this is an area with the exception of some ship building produces NOTHING. 50 years ago it was basically a sleepy area. I'd argue all of DC owes the US reparations.
Firing squads are needed for the size and scope of this.
