Verse 23-25 tackles the injury/death/abortion situation concerning the child. Read it again in a diff translation. Your ISV/RSV is subbing miscarriage (abortion) in for the lesser punishment in v.22 which is again, is a poor and misleading interpretation of that phrase.
22 “If people are fighting and hit a pregnant woman and she gives birth prematurely[e] but there is no serious injury, the offender must be fined whatever the woman’s husband demands and the court allows.
