I think they are inflating Biden's numbers in the states primary population centers, then stealing from Trump in smaller more rural districts where he carried a large majority.
Example, Taylorsville had about 11-12,000 people vote. Trump had over 8K of those votes. It was a blowout. If they stole 500 votes from Trump Taylorsville, it's still a blowout and nobody would really notice or question it. now imagine doing that in heavy Trump rural areas all over the state in battleground states like GA, WI, MI, PA, which all have Trump heavy rural areas to pick from. It could make a pretty big difference.
