It's one thing to ignore hobos on the street, it's quite another if they are the prime demographic for an easily spreadable disease that shutdown China for 2 months. So yeah, dunk on the years of lefty leadership there for letting it get to this point, but declaring a state of emergency now is the right move.
I honestly believe that to be elected to a public office in California you have to have a mental disease. What other explanation could it be. Allowing an open sewer on the streets and people living in piles of trash is insane. Rats running all over you as you sleep and sharing your food is about as unsanitary as you can get. The smell alone would stop you in your tracks. That place is beyond help.
