Who doesn't? If financial penalties aren't a sliding scale they're no penalty at all. If you set a fine for something at $50,000, to a poor person that's effectively illegal as they can never pay that. To a super wealthy elite it's less than an inconvenience, not a deterrent at all.

? Graduated fines are the exact same as a graduated income tax. In fact I almost made the comparison myself but seeing how this thread views graduated income tax I left it alone.
