Maybe it's been done before but I know of no mechanism that exists in federal law that allows this to happen.

Then why is US production increasing in that bar graph? If you'd have said production hasn't increased enough to offset demand, that would've made a lot of sense. Yet they have no incentive to do that with oil at $117 today, making a ton of money, with their focus on keeping operational expenses low. They're making so much money several US drillers now offer special dividends to their investors rather than increase production and risk another boom/bust oil cycle. Keep up the NO's and you'll never learn a GD thing.
