No idea where the NYT got their numbers, but the WSJ today says this:

The 2020 census on net missed about 0.24% of the U.S. population, or about three-quarters of a million people, the Census Bureau said Thursday in
releasing a key report card on the accuracy of the count."
Huge difference between missing 18M & 0.75M.
As much as I bashed government above, I believe the WSJ over NYT any day.
The decennial tally missed three-quarters of a million people in total in its first undercount since 1990, the Census Bureau says.
