Did they put in some kind of rule in that I missed where the return guy lifts both arms to shoulder height? Is it his signal that he has no intention of catching the ball so the coverage team can't touch him?
 
Unwritten rule in the NFL. In HS ball is dead when it crosses the plane. In College, you better possess the ball and take a knee.

They may want to put that rule in writing in the NFL. I'm not sure this "the rule says this but common sense says this" thing they have is going to work out well for them in the long run.

The real question I have is what does them putting both fists at shoulder height mean?
