SIAP: NCAA Changes Official Exhibition Rules

So, basically just the same thing as regular season games except they don’t count in the standings?

Then why even have exhibitions? Just start the damn season.
I think there is worth in a couple of exhibition games against teams that are more near your level. Gives you a couple games to work with lineups, etc against decent competition. Other college sports have exhibition games against DI opponents. Men's soccer, for example, played Memphis and NKU this year in exhibition games. Baseball played Wright State and Morehead State in exhibitions. Volleyball played Dayton. Etc.

How can this be leveraged with international exhibition games? Do we still have to wait 4 years or whatever? Because I would take advantage of UKs basketball funds and do exhibitions every year somewhere nice (tropics, beach areas, new cities).. players will like the travel and so will the fans.

No. You can do them for charity if you want, you just don’t have to. You know the sucky Blue-White NIL thing? Imagine doing a UK-UConn game where proceeds go to NIL. Now THAT would be worth paying to get in to see. Or pay per view. What it does is allow you to play a team more on your level and not worry about taking an L that might hurt your resume early. You can make adjustments better. Let’s be real you don’t learn much playing a Transy or Georgetown. Sure, make that be one of your other Exhib games for those local schools but you’re not going to get a lot out of it.
 
Agreed, but this will make for some great matchups without the fear of an early season loss.
This. And fans will pay to see it. It also allows you to maybe a schedule a team you might not play often like IU or UConn or Illinois. Or even UCLA or Marquette. Some interesting matchups that allow you to see another play style without stressing about taking an L (even though we always want the dub).

UK always seemed to scrimmage Yugoslavia or Russia (?) under Coach Hall

It seemed Like EVERY season in the 70/80's
