Go back to taxing non-military, govt employees like we originally did. Tax foreign workers. Require them to put their money to work here and/OR be charged a conversion fee to send money to their home country.

Allow apprenticeships for those from 16-20yrs of age to be income tax free, workers under 18 tax free, and those not living at home up until they are 21 (not claimed by parents), and those just out of college to deduct rent from their taxable income for 3-4 years so they can save their tax savings/refunds up for down-payments on homes.
