While I agree in your thought process you have to understand too how deeply places like the IRS are engrained in self-"promotions".

Yep. Every federal agency i ever encountered was all about themselves and nothing about the people who they actually serve.
When i say about themselves, i mean 98% of the office staff just wanted to put you on hold forever, transfer you a million times, etc etc just hoping they can go back to doing nothing.
The field staff are generally ambitious and trying to make a case whether its legit or not. This is the group that needs disbanded first. Then can deal with the worthless office people, because at least they aren't actively trying to consume people to work up the ladder.

As much as I dislike our litigation-happy culture, I do agree that Ruben should be sued IF this meets the standards for defamation. People like her think they are completely invincible and will only stop once they are shown very clearly that they do have to take responsibility for what they say.
