Iirc she was not. The focus was on the investigation into her that resulted in everyone being gifted immunity.

That was exactly what a good lawyer does when examining a hostile witness. Assure them they arent on trial, which is intended to lessen their defensive behavior and coax more open responses.

Of course it didn't really work against her because shes a habitual liar who knew she was untouchable. But it was the right tactic. Especially since the investigation and its handling did exactly what was intended - shed light on how much of a sham that immunity deal and investigation was.
