The CIA and the NSA only exist to preserve our freedoms, manipulate governments, foreign and domestic, unlawfully dose US citizens with LSD*, illegally funnel tax dollars and US arms to shady revolutionaries, and engage in unlawful murder, but most of all, to preserve our freedoms.
* I would have gladly signed up for MK Ultra, but they never asked me.

No. Regardless, don't know where you get that 60% number. Now to obtain citizenship, yes.
Perhaps 60% never say that English becomes primary language. The cool thing is that the second and third generations do. In my experience, seems like the 2nd generation can speak fluently and can write the language, and the 3rd generation sees massive speech gaps and zero writing.
Reminds me of a story. had just got off a midnight shift on guard duty. A buddy and I were having a couple of beers. There came an awful commotion at the other end of our hooch. A hooch was a primitive barracks with sheets for walls. I told my buddy, "'Who the he!! does this guy think he is raising cain when people are trying to sleep? I he comes down here I will straighten him out!" Well he kept coming, cussing and ranting. He got to us and pulled the sheet back to see who was in there. Not sure how true this is, I had a co-worker tell me he took this girl out on a first date, it was dead of winter, as a gentleman he said he turned on the heated seats in his car. He said by the time he got to the restaurant, he said his car smelled like a shrimp boil. Also said he never called her back when he took her home.
