Noticed the lady's was ranked 8th and the guys are at 5. Wish we could get them both in the top 5

Without looking it up, I'm sure they were during the year of Cal's NIT team. I'm sure there's other cases too.
Thing is anyone out of the top 4 don't matter in women's basketball, you are unlikely to get to the Final Four.
On top of it, two slots are always taken by UConn and Notre Dame.

say what you want about the women's team, but Mitchell has built that program into a perennial to 20 team. it will be difficult for them to ever eclipse that UConn, Notre Dame, Stanford, Tennessee plateau (though they've beaten UT a few time in the past several years), but to be right there in that 2nd tier year in and year out is quite an accomplishment from where the program used to be.
