So, how about this:?
Bill Self - has been at Kansas since fall of 2003. Has 2 final fours in that time; 1 title. Very nice. 12 consecutive Big 12 championships? Stellar. Big 12 is a major conference, why - they've had (since the year Self started at KU) 3 teams in the Final four (KU twice, in 2008 and 2012; and OK St once in 2004)- that's utterly amazing.
Cal at Kentucky since 2010: 4 final fours, 1 title just since he's been at Kentucky. Guess that's not quite as good. Ok - compare the SEC since 2004 (Self's first post season at KU, just to keep the time frames matched up) - 7 teams in the final four, 3 titles. You're right, the Big 12 is much better.
Ok - let's go this way:
Head to head - Kentucky 22 wins, Kansas 7 - guess there's not much difference there.
Overall wins? Kentucky - 2197; Kansas 2169; that's so close it's a toss up
Titles - Kentucky -8; Kansas - 3 - again, nothing really to show there's much difference
So - yeah, you're right, being in, and winning, the Big 12 has yielded much better results.
